There's an icon (subscribe) under the name of the journal along the left, below your image. It's second from the left. (Don't use grant access, the leftmost icon, unless you would give the other person a house key, metaphorically speaking.)
Add to Your Circle in the top menu bar will do it. Also if you hover the mouse pointer over the userhead, it will pop up a little menu of options for subscribing, sending messages, etc.
It's not too hard to get the hang of Dreamwidth. Pick a few blogs that look interesting and watch how people interact there. The platform does have a lot of nice tools, so explore those if you're not used to them. You can turn off comments on a post, block people you don't like, etc. To limit who sees things, there are cut tags, filters, and friends locking.
